A major provision in the Act is the creation of a new single Regional
Strategy for each English region, replacing Regional Economic and Spatial
Strategies. It will set out a vision for the region for 15-20 years and be
focused on the delivery of sustainable economic growth, contribute to
sustainable development and include policies designed to contribute to the
mitigation of, and adapting to, climate change.

Update on Stakeholder Engagement - 22 February 2010
east midlands development agency (emda) and the East Midlands
Leaders’ Board/EMRA have further developed their plans for
stakeholder engagement in relation to the Regional Strategy. The
approach set out in the attached paper was endorsed by the Joint Strategy
Advisory Board at the end of January and builds on direct discussions
with stakeholders, as well as two events held in 2009 (July and
November) with the involvement of over 60 organisations.
emda and East Midlands Leaders’ Board/EMRA are now seeking to move
forward with the establishment of the two key Advisory Groups in order to
ensure a timely and smooth transition to the new arrangements.

Leaders’ Board Consultation
A key stage in making progress towards development of single, integrated
Regional Strategies was the publication, on 22 December by the Department
for Communities and Local Government, of final guidance on
the establishment of Leaders’ Boards. This clears the way for
the East Midlands
Regional Assembly to start a formal consultation on a draft Scheme
prescribing the structure, functions and responsibilities of a
Leaders’ Board for the East Midlands. The consultation period will
be 8 weeks. It is expected that the eventual Scheme will be
approved by the Secretary of State in order for the East Midlands
Leaders' Board to be in place from 1 April 2010.
Government Priorities for Economic Growth
The Department for Business, Innovation and Skills have published the
document “Partnership
for Growth” This outlines the priorities for economic growth
that have been set and also emphasises the need for more effective
joined-up and partnership working at all spatial levels.

Consultations have been undertaken on the following draft documents
relating to SNR and and responses are currently under consideration:
Draft statutory
guidance on Local Economic Assessments - The final guidance is
expected to be published before the end of December.
Draft Policy
Statement on Regional Strategies (includes earlier guidance on the
establishment of Leaders Boards - now published separately). The final
guidance is expected to be published before 1 April 2010.

element was published by CLG on 22 December.
