Background to the Framework
The Operational Programme for ESF 2007-2013 gave
Regional Skills Partnerships (RSPs) a leading role in the development of a
Regional ESF Framework. In the East Midlands the RSP is known
as the Employment, Skills and Productivity Partnership (ESP) and is
responsible for the Regional Skills Strategy. The ESP set up a task
and finish group to draft the Regional ESF Framework.
The Frameworks sets out how ESF money will be used regionally to
address the objectives and targets in the national Operational Programme
document. The Regional ESF Framework is closely linked to the
Regional Economic Strategy and Regional Skills Strategy so that ESF
contributes directly to regional skills and employment priorities.
Regional Strategic Partnership Board (RESPE)
RESPE was a broad-based partnership made up of
representatives from key sectors including business, local
government, the voluntary and community sector, equal
opportunities, the environment, skills and employment.
Its role was to oversee the work of the ESP in developing the
Regional ESF Framework and to ensure that the Framework complied with
the requirements of the Department for Work and Pensions, the European
Commission and was fit for purpose. It was also responsible for
ensuring that key stakeholders in the region had the opportunity to
contribute to the development of the Regional ESF Framework.
RESPE was dissolved once the National Programme Monitoring Committee and
the Regional Monitoring Committee (RMC) were established.
