Analysis suggests that approximately 0.5 per cent of the entire active offender population are responsible for 9 per cent of all crime.
The Prolific and other Priority Offender (PPO) strategy was announced by the Prime Minister in 2004 to provide end-to-end management of this group of offenders.
The PPO is a single coherent initiative to reduce crime by targeting those who offend most or otherwise cause the most harm to their communities.
The Government Office for the East Midlands is responsible for the performance management of the strategy in the region.
